HDB Defect Check: A Practical Guide to Inspecting Your New Flat

Getting the keys to a new HDB flat is exciting, but the handover is also the best time to look closely at every part of the home. Small defects can be easier to fix before renovation, furniture delivery, and daily use begin. A hairline crack behind a cabinet, a loose electrical socket, or water ponding in the bathroom may seem minor during a quick viewing, yet each issue can create delays and extra expense later.

An HDB defect check is a systematic inspection of the flat’s finishes, fittings, services, and workmanship. The aim is to record problems clearly and submit them for rectification while the responsibility remains with the relevant contractor or authority. You don’t need to be a building professional to perform a useful first inspection, but you do need a method, suitable tools, and enough time.

Before the Inspection: Prepare Your Tools and a Room-by-Room Plan

Start by arranging the inspection before renovation work begins. An empty flat gives you access to corners, walls, floors, service yards, and areas that will later be covered by carpentry or appliances. If possible, inspect during daylight hours. Natural light makes uneven paint, tile discoloration, scratches, and dents easier to see. Turn on the lights as well, because different lighting conditions may reveal defects that daylight hides.

Bring a bright torch, measuring tape, masking tape, notebook, phone or camera, small spirit level, marble or round ball, two coins, a bucket, and a portable charger. A plug-in test device can help check sockets, although electrical testing should be limited to safe visual and functional checks. Don’t dismantle fittings, open electrical panels, or interfere with concealed services.

Use a consistent route. For example, begin at the entrance, inspect the living room, move through each bedroom, then check the kitchen, bathrooms, household shelter, service yard, and air-conditioning ledges if access is safe. This prevents repeated photographs and makes your report easier to understand. Place a small piece of masking tape beside each defect and write a matching number in your notes. Take one wide photo showing the room and one close-up showing the actual fault.

Check the documents supplied with the flat so you know which items are included under the handover scope. Some fittings may be owner-installed, while others form part of the original construction or approved package. A realistic example is a three-room BTO flat where the owner notices eight chipped floor tiles, two doors that scrape the frame, and a bathroom floor that holds a shallow puddle after testing. Numbering each issue gives the rectification team a clear list instead of a collection of vague messages.

It also helps to inspect with another person. One person can operate doors, windows, taps, switches, and flush mechanisms while the other records photographs. Set aside at least two hours for a typical new flat. Rushing through a 90-minute appointment may leave hidden corners unchecked, especially inside the household shelter, under sinks, and along window tracks.

How to Check Walls, Floors, Doors, Windows, and Built-In Finishes

Inspect the walls from several angles rather than standing directly in front of them. Shine a torch across the surface to reveal waves, uneven plaster, paint bubbles, stains, and cracks. Minor surface marks may be cosmetic, but cracks that continue across multiple surfaces, widen near corners, or appear around openings should be photographed carefully. Look at ceiling edges, beam junctions, pipe boxing, and areas around light points. A ceiling stain, sagging patch, or damp smell deserves prompt attention.

For floors, walk slowly across every room and listen for hollow sounds under tiles. Tap tiles lightly with the handle of a coin or similar non-damaging object. A noticeably hollow sound does not automatically prove a failure, but a cluster of hollow tiles, cracked grout, loose edges, or movement underfoot should be recorded. Place a marble on tiled flooring to check whether it rolls unexpectedly toward one side. In a bathroom, pour a small amount of water and observe whether it flows toward the floor trap without leaving pools behind.

Tiles should also be checked for lipping, where one tile sits higher than its neighbour. Run your fingers carefully across the joints, particularly in walkways and shower areas. A 3 mm height difference across adjacent tiles can become a trip hazard and may be difficult to correct after cabinets are installed. Check skirting, thresholds, and the junction between different flooring materials for gaps, chips, or uneven transitions.

Open and close every door, including bedroom doors, bathroom doors, the household shelter door, and cabinet doors supplied with the flat. Watch for scraping, loose hinges, misaligned latches, uneven gaps, and handles that wobble. Lock each door once to confirm the mechanism engages smoothly. A door that works only when lifted or pushed hard may need adjustment rather than simple repainting.

Windows deserve a careful functional test. Slide each panel along its full track, operate the handles, and check whether locks engage. Examine rubber seals, frame corners, glass surfaces, and drainage openings. Look for scratches, cracks, gaps, and water marks. During a rainy period, inspect the inner sill for signs of seepage, but don’t spray large amounts of water at the frame unless the inspection method is approved. In one common scenario, a window may appear fine when closed but reveal a loose latch and blocked drainage hole when opened fully.

For a structured inspection with photographs and a professional report, homeowners can arrange an HDB defect check before renovation begins. A trained inspector can spend focused time on repetitive checks, identify workmanship concerns that are easy to overlook, and organize findings so they can be sent to HDB or the relevant contractor.

Testing Plumbing, Electrical Points, Drainage, and the Rectification Process

Begin plumbing checks by turning on every tap and observing water flow, temperature response where applicable, pressure, and leakage around joints. Look beneath kitchen and bathroom sinks for dampness, loose fittings, stains, or slow drainage. Flush each toilet several times and check the base, cistern, inlet connection, and surrounding floor. A toilet that continues running for ten minutes after flushing may have a faulty valve, while water appearing around the base can indicate a sealing or installation issue.

Test floor traps by pouring water slowly into each one. The water should drain without backing up, and the trap should not emit a persistent sewage smell. Check whether the cover sits flush and whether surrounding tiles slope toward the opening. In a service yard, inspect the washing machine point, hose connections, and floor drain. Look at exposed pipes for dents, unusual movement, condensation, or staining.

Electrical points should be inspected safely. Check that switch plates and socket covers sit firmly against the wall, with no cracks, gaps, discoloration, or loose movement. Test switches one at a time and confirm that the corresponding light operates. A socket tester may identify basic wiring concerns, but it isn’t a substitute for a licensed electrician. Never insert improvised objects into a socket or remove a cover to inspect internal wiring.

Check ventilation fans, cooker hoods supplied with the flat, and air-conditioning ledges if these are included or accessible. Listen for unusual rattling, vibration, or grinding. Look at light fittings for loose installation and exposed gaps. Test intercoms, doorbells, and data points where available. Record the exact location of each failure; “bedroom socket not working” is less useful than “Bedroom 2, left-side double socket beside the window, lower outlet inactive.”

Once the inspection is complete, prepare a defect list with four details: location, description, photograph number, and requested action. Separate safety or water-related issues from cosmetic items so urgent concerns stand out. For example, “Kitchen sink cabinet: continuous leak at flexible hose connection after tap runs for two minutes” is stronger than “sink problem.” Include dimensions when practical, such as a 1.5 m wall crack or a 4 mm gap beneath a door.

Submit the report through the required HDB or developer channel and keep copies of every photograph, form, and response. When rectification is completed, return for a second inspection. Recheck repaired tiles for color mismatch and hollowness, repainting for visible patch boundaries, doors for smooth operation, and plumbing for renewed leaks. A defect should be marked resolved only after the underlying issue has been tested, not simply because the surface looks cleaner.
